JOB DESCRIPTION – HR MANAGER Company: Sino Road and Bridge Group Co., Ltd. Position: Human Resources Manager Reports To: CEO/ General Manager / Country Manager Job Summary The HR Manager is responsible for overseeing and managing the company’s human resources functions, including recruitment, employee relations, compensation and benefits, performance management, training and development, employee records, and compliance with applicable labor laws and company policies. The HR Manager plays a key role in supporting the company’s workforce requirements and ensuring that HR policies and practices are effectively implemented across the organization, particularly in construction and project-based operations. Duties and Responsibilities Develop, implement, and maintain HR policies, procedures, and programs in accordance with company objectives and applicable labor laws. Manage the full recruitment and selection process, including manpower planning, job posting, applicant screening, interviews, hiring, and onboarding. Coordinate with department heads, project managers, and site supervisors to identify manpower requirements and staffing needs. Maintain an updated employee database, personnel files, employment contracts, and other HR records. Manage employee attendance, leave, overtime, and other personnel-related records. Oversee payroll preparation and coordinate with the Finance/Accounting Department to ensure accurate and timely salary processing. Administer employee benefits, government-mandated contributions, and other company benefits. Handle employee concerns, grievances, disciplinary cases, and workplace conflicts professionally and confidentially. Ensure proper implementation of company rules, regulations, code of conduct, and disciplinary procedures. Monitor compliance with applicable Philippine labor laws, regulations, and government requirements. Coordinate with relevant government agencies regarding employment-related matters when necessary. Develop and implement employee orientation, training, and development programs. Assist management in performance evaluation, promotion, transfer, and succession planning. Monitor employee performance and provide HR recommendations to management when necessary. Support workforce planning and manpower deployment for construction projects and site operations. Ensure proper onboarding, deployment, transfer, and separation of employees. Prepare HR reports, manpower reports, turnover reports, attendance reports, and other management reports. Promote positive employee relations and maintain a professional and productive workplace environment. Ensure confidentiality and proper handling of sensitive employee information and HR documents. Coordinate with safety and project teams regarding employee compliance with site policies and requirements. Assist management in resolving workplace issues and implementing appropriate HR solutions. Conduct regular reviews of HR processes and recommend improvements to management. Perform other HR-related duties and responsibilities as may be assigned by management. Qualifications Bachelor’s degree in Human Resources Management, Business Administration, Psychology, or a related field . At least 5 years of relevant HR experience , preferably in the construction, engineering, infrastructure, or project-based industry. Proven experience in recruitment, employee relations, payroll coordination, compensation and benefits, and labor compliance. Strong knowledge of Philippine labor laws and HR best practices. Experience handling both office-based and project/site personnel is highly preferred. Strong leadership, communication, interpersonal, and organizational skills. Good problem-solving and decision-making abilities. High level of integrity, professionalism, and confidentiality. Proficient in Microsoft Office and HR information systems. Willing to work on-site and travel to project locations when required.
