HR MANAGER
Position Summary The Human Resources Manager owns the full employee lifecycle for a multi-site property management portfolio, spanning corporate staff and on-site and maintenance teams. This role converts corporate HR strategy into consistent, compliant execution at the property level across multiple jurisdictions. It is directly accountable for turnover reduction, wage-and-hour compliance, and employment risk mitigation. 2. Reporting Structure Reports to: Chief Operating Officer (dotted line to VP of Property Management) Direct reports: HR Generalist, Recruiting Coordinator, Payroll/Benefits Specialist Key partners: Managers Location: Corporate office, with 20–30% travel to site offices if necessary 3. Core Responsibilities Time allocations below total 100% and should be used for annual workload review and comp benchmarking. 1. Talent Acquisition & Workforce Planning — 25% Manage full-cycle recruiting for on-site employees, maintenance technicians, property managers, and corporate support staff. Build and maintain a standing candidate pipeline for high-turnover site roles to reduce vacancy-driven overtime. Administer structured interview guides and scorecards to ensure consistent, defensible hiring decisions across all regions. Partner with co-managers on headcount forecasting tied to portfolio acquisitions, dispositions, and lease-up schedules. Audit staffing-agency and temp-labor arrangements for co-employment exposure; escalate any arrangement where the firm directs day-to-day work, sets schedules, or disciplines agency personnel. 2. Employee Relations & Investigations — 20% Conduct and document workplace investigations covering harassment, discrimination, retaliation, and policy violations. Coach site and property managers through performance management, corrective action, and separation decisions. Administer the progressive discipline framework and verify documentation is complete before any involuntary termination. Serve as the escalation point for disputes arising between corporate staff and site teams operating on third-party-owned assets. Flag any employee relations matter involving an owner-directed instruction to a site employee as potential joint-employer exposure and route to Legal. 3. Compliance & Risk Management — 20% Maintain compliance with labor and applicable municipal employment law across all operating jurisdictions. Audit personnel files, 201 records, and E-Verify documentation on a quarterly cycle. Administer wage-and-hour controls for non-exempt site staff, including on-call, after-hours emergency call-out, and travel time between properties. Manage workers' compensation claims, log maintenance, and return-to-work coordination for maintenance personnel. Coordinate Fair Housing training compliance for all customer-facing site employees. 4. Total Rewards & Benefits Administration — 15% Administer health, welfare, retirement, and leave programs; serve as primary liaison to site employees. Benchmark compensation bands against market data on an annual cycle. 5. Training, Development & Culture — 12% Deploy onboarding programs that bring new site hires to full productivity within 30 days. Build succession pipelines from Managers. Administer required annual training on Fair Housing, anti-harassment, safety, and data privacy. Coordinate engagement surveys and deliver findings with action plans to corporate leadership. 6. HRIS, Reporting & Process Administration — 8% Administer the HRIS and payroll platform; maintain data integrity across employee records. Produce monthly headcount, turnover, cost-per-hire, and labor-cost dashboards for executive review. Document and maintain HR standard operating procedures for multi-site consistency. Support HR integration workstreams during portfolio acquisitions and management-contract transitions. 4. Qualifications Required Bachelor's degree in Human Resources, Business Administration, or a related field — or an equivalent combination of education and directly applicable experience. Five or more years of progressive HR experience, including at least two years managing HR for a multi-site or distributed workforce. Experience conducting and documenting workplace investigations independently. Proficiency with an HRIS/payroll platform and standard reporting tools. Valid driver's license and ability to travel to properties within the assigned portfolio. Preferred Prior HR experience in commercial real estate, hospitality, or another high-turnover, distributed-site industry. Working familiarity with property management platforms for timekeeping and payroll or HR modules. Employment law experience, particularly in jurisdictions with predictive scheduling or paid leave mandates. Bilingual capability aligned to the demographics of the resident and employee population served. 5. Coaching orientation — develops managers' capability rather than absorbing their people problems. Physical Requirements & Travel Frequently operates a computer and other standard office equipment. Constantly communicates with employees, candidates, and vendors; must be able to exchange accurate information verbally and in writing. Occasionally moves about property sites, including stairwells, parking areas, and maintenance areas, to conduct site visits and investigations. Occasionally positions self to access files and records stored at varying heights. Travels to regional and site locations approximately 20–30% of working time, including occasional overnight travel.
