Manage the complete HR function for head office, construction projects, and site operations. Prepare annual and project-wise manpower plans in coordination with Project Managers, Construction Managers, and senior management. Lead recruitment and mobilization of civil engineers, project managers, site engineers, quantity surveyors, foremen, supervisors, skilled workers, and general labour . Manage the complete employee lifecycle, including recruitment, onboarding, induction, transfers, promotions, appraisals, disciplinary actions, and exit formalities. Ensure compliance with UAE Labour Law , employment contracts, work permits, visas, WPS, and other applicable government requirements. Manage employee documentation, including labour contracts, visas, Emirates ID, medical insurance, and personnel files . Supervise monthly payroll, attendance, overtime, leave, deductions, allowances, gratuity, and final settlements . Monitor and control construction manpower costs, overtime, accommodation, transportation, and other employee-related expenses. Handle employee grievances, disciplinary matters, investigations, conflicts, and workplace relations professionally. Establish effective systems for employee engagement, retention, motivation, and workforce productivity . Develop and implement performance management systems, KPIs, annual appraisals, promotions, and salary reviews. Coordinate with the PRO/Admin department for visa, labour, immigration, and government-related matters. Ensure proper HR support and compliance across all project sites. Manage employee accommodation, transportation, welfare, and site-related HR matters where applicable. Develop training and development programs based on organizational and project requirements. Maintain accurate HR records, personnel files, attendance records, and HR databases. Prepare and present regular HR and manpower reports to senior management. Monitor employee turnover, absenteeism, recruitment costs, manpower productivity, and staffing requirements. Support management in organizational restructuring, succession planning, workforce optimization, and talent management. Ensure effective communication of company policies, procedures, rules, and employee benefits. Lead, supervise, and develop the HR team and ensure timely delivery of HR services. Conduct regular HR audits across projects to ensure compliance with company policies and statutory requirements. Act as a strategic HR advisor to the Managing Director/General Manager and project leadership team . Maintain confidentiality of employee information and ensure professional handling of sensitive HR matters. Key Focus for a Construction HR Manager The candidate should be particularly strong in large-scale manpower management, recruitment and mobilization, UAE labour compliance, payroll/WPS, employee relations, site HR operations, workforce planning, and construction-project support , with 12–15+ years of relevant experience . Immediately joining Pay: AED3,000.00 - AED15,772.52 per month Work Location: In person
