This is a department-builder role, not a maintainer role: you will own the full HR ecosystem, partner directly with leadership, and serve as the company's authority on Philippine labor compliance. The defining measure of success in this role is your ability to drive high-volume local recruitment—sourcing, screening, and onboarding Filipino agents with proven experience supporting US/EU-based accounts—at the speed our campaigns demand. Key Responsibilities 1. Talent Acquisition & High-Volume Hiring (US Accounts) - Design and run localized sourcing campaigns to attract experienced English-speaking CSRs/agents in Manila, prioritizing candidates with prior US/North American account experience. - Build and maintain an active local talent pool and referral network to meet rapid, high-volume onboarding timelines. - Set screening benchmarks for English communication quality and role fit. 2. HR Operations, Policy & Government Compliance - Design and implement the company Employee Handbook and internal policies, fully aligned with the Philippine Labor Code and DOLE requirements. - Hands-on management or close supervision of accurate monthly SSS, PhilHealth, and Pag-IBIG registration, remittance, and loan processing via official employer portals. - Oversee timekeeping and payroll readiness; compute compliant final pay (separation pay, 13th-month). 3. Labor Relations & Full-Spectrum HR - Serve as the point person for labor relations and grievance handling, ensuring statutory due process (Notice to Explain, administrative hearings) to protect the company from DOLE liabilities. - Build onboarding, orientation, and retention frameworks to integrate new batches and reduce agent attrition. 4. Office Administration & Employee Experience - Own day-to-day office administration: workplace upkeep, reception and visitor handling, seating and space planning, utilities and internet, cleaning and security, and day-to-day liaison with the building / property management team. - Manage administrative procurement and vendor relationships: office supplies, pantry, equipment and furniture, courier and travel bookings, service contracts and renewals; run simple vendor comparisons and keep vendor and asset records up to date. - Handle basic administrative affairs and document governance: company certificates and permits, seals, contract and records filing, incoming and outgoing correspondence, and administrative support for the Country Manager and visiting regional teams. - Prepare and control the office administration budget: annual and monthly admin budget, spend tracking, and monthly variance reporting. - Plan and run office and team activities: new-hire workplace set-up, monthly team engagement activities, townhalls and all-hands, holiday and birthday celebrations, team building and offsites, wellness programs, and the annual company event. - Drive employee experience and internal communication: internal announcements, employee feedback collection, and follow-up on engagement survey action plans together with the HR team. - Ensure workplace safety and office compliance: emergency and fire-safety drills, first-aid and evacuation arrangements, and coordination with the landlord on permits and inspections. Requirements - Proven experience as a Senior HRBP, HR Supervisor, or Assistant HR Manager in a BPO / call center / customer support environment. - Demonstrated success leading high-volume mass recruitment for US/North American/EU accounts, with a ready local talent network. - Hands-on competency filing via official employer portals: SSS, PhilHealth, Pag-IBIG. - Strong practical command of the Philippine Labor Code, DOLE regulations, and progressive discipline procedures. - Excellent communication skills and the ability to work directly with executives. - Able to work on-site in Alabang and flexible with shifting schedules aligned to US operations.
