HR/HC Project Manager - Part-time (PMP Certification or comparable)
Federal HR/HC Program & Contract Management | Virtual Part-time: 20 hours Per Week, may convert to fulltime based on performance Lead Federal Human Resources projects. Manage client delivery. Drive operational excellence and organic growth. The Federal Human Resources/Human Capital Project Manager (FHR-PM) is a hands-on leadership position responsible for managing Federal and/or Department of War (DoW) human resources and human capital projects, project teams, contractual performance, customer relationships, and deliverable quality. The ideal candidate brings demonstrated Federal HR/HC expertise across disciplines such as staffing and recruitment, classification and position management, workforce and succession planning, data analytics, employee and labor relations, performance management, personnel actions, and Federal HR policy and operations . Experience supporting a Federal small-business contractor environment—where leaders are expected to wear multiple hats, solve problems, and directly contribute to customer deliverables—is highly desirable. The FHR-PM will also play a key role in maintaining contract continuity across LDM’s Federal HR/HC portfolio. This includes proactively managing staffing transitions, backfills, knowledge transfer, succession coverage, and continuity of operations to minimize disruption to customer delivery. The FHR-PM will support BPA and IDIQ task-order responses, including reviewing RFQs, helping shape staffing and technical approaches, identifying qualified personnel, supporting labor-category mapping, developing management and transition strategies, and contributing to proposal narratives and other response materials. The role requires close coordination with LDM leadership, proposal personnel, SMEs, and recruiting resources to ensure LDM can respond quickly and effectively to new task-order opportunities while sustaining performance on existing work. This is not a traditional administrative Project Manager role. The successful candidate must be a working leader who can manage the contract while also rolling up their sleeves to support Federal HR deliverables, mentor HR Specialists and SMEs, conduct quality-control reviews, manage labor-hour and budget utilization, engage directly with COs/CORs and customer leadership, and help identify opportunities for organic growth within LDM's Federal HR/HC practice.
