The role carries out recruitment, onboarding, timekeeping and payroll preparation, benefits administration, statutory compliance filings, training logistics, employee engagement activities, and records management. The Officer prepares, processes, monitors, and documents; approval, policy setting, and regulatory representation remain with the HRA Manager. The role is expected to maintain audit-ready documentation at all times in support of Bangko Sentral ng Pilipinas (BSP) examinations, internal audits, and DOLE inspections. DUTIES & RESPONSIBILITIES A. Talent Acquisition & Onboarding Execute the day-to-day recruitment cycle: post job openings, source candidates, screen applications, schedule interviews, and administer examinations. Conduct initial/HR interviews, consolidate interview assessments from hiring managers, and endorse shortlists with recommendations to the HRA Manager. Conduct background verification and reference checks; complete pre-employment requirements and medical examination coordination. Prepare job offers, employment contracts, and related employment documents for the review and approval of the HRA Manager. Facilitate onboarding: prepare new hire kits and 201 files, coordinate equipment and system access requests, and handle assigned topics during General Orientation. Maintain and update the recruitment tracker, manpower requisition log, and time-to-fill monitoring for management reporting. B. Compensation, Benefits & Payroll Support Process timekeeping: monitor daily attendance, overtime, leave filings, and schedule adjustments; validate and reconcile records before payroll cut-off. Prepare payroll inputs and supporting schedules for review by the HRA Manager and submission to Accounting. Prepare draft computations for final pay, salary adjustments, 13th month pay, bonuses, and merit increases for the HRA Manager’s review. Administer employee benefits, including leave credits, government-mandated benefits, and company-provided perks; respond to routine employee inquiries. Process HMO enrollments, deletions, and dependent updates; coordinate with the HMO provider on availment, billing, and reimbursement concerns. Prepare documentation and comparative data required for the annual renewal and review of the Group Hospitalization Plan. C. Labor & Statutory Compliance Process registrations, updates, remittances, and loan filings with SSS, PhilHealth, HDMF, and BIR within prescribed deadlines. Prepare mandatory DOLE reports and filings, and organize supporting documents for DOLE inspections, meetings, and employee filings. Monitor the compliance calendar and flag upcoming deadlines and regulatory changes to the HRA Manager. Assist in ensuring that HR practices, employment documents, and employee movements comply with the Labor Code and company policies. Perform legwork and field-based transactions with BIR, SSS, PhilHealth, HDMF, and other relevant government or partner offices, including the submission, processing, follow-up, and release of documents, payments, and permits. D. Training, Development & Competency Support Handle the logistics of internal and external trainings, seminars, and workshops, including scheduling, venue and provider coordination, and materials preparation. Administer Training Needs Analysis (TNA) and competency assessment forms; consolidate results and prepare summaries for the HRA Manager. Maintain the training calendar, attendance records, evaluation results, certificates, and post-training documentation in audit-ready form for BSP and internal audit purposes. Monitor completion of mandatory compliance, governance, and regulatory trainings, and report gaps to the HRA Manager. E. Performance Management & Succession Support Administer the quarterly and annual performance evaluation cycle: release forms, monitor submissions, and consolidate ratings and results. Maintain performance records, competency matrices, and succession planning documentation as directed by the HRA Manager. Prepare documentation for regularization, promotion, transfer, and performance improvement plans for the HRA Manager’s review. F. Employee Relations & Engagement Serve as first point of contact for employee questions on policies, leaves, benefits, and compensation, escalating complex or sensitive matters to the HRA Manager. Prepare notices to explain, notices of decision, and incident documentation for disciplinary cases, and ensure due process timelines and records are complete. Document grievances, investigations, and administrative hearings; maintain confidentiality of all case records. Coordinate employee engagement, wellness, team-building, recognition programs, and company-wide events, including budget requests, suppliers, and logistics. Administer employee engagement and exit surveys; consolidate feedback and prepare summaries for the HRA Manager. G. HR Records, Data & Reporting Maintain and safeguard 201 files and employee records, both electronic and physical, ensuring accuracy, completeness, and confidentiality. Update the employee masterfile and HRIS for all movements: hiring, regularization, promotion, transfer, and separation. Prepare routine HR reports and metrics such as headcount, turnover, attendance, recruitment timelines, and training completion. Organize and retrieve HR documentation required for BSP examinations, internal audits, and external audits. Process certificates of employment, clearances, and other employee-requested documents. H. Administrative Functions Handle day-to-day office administration, including correspondence, calls, supplies monitoring, and facilities concerns. Prepare purchase requests for employee equipment, office supplies, and services, and monitor delivery and issuance. Coordinate with security personnel, admin agencies, outsourced service providers, and consultants on service delivery and billing. Act as requestor for bills payment to Accounting and monitor the status of processed requests. Maintain the filing and record-keeping system for all administrative and HR-related documents. Draft policies, memoranda, advisories, and guidelines for the review and approval of the HRA Manager. I. Special Assignments Process HR and administrative documentation for assigned affiliate companies. Act as requestor for bills payment to Accounting for assigned companies. Handle correspondence and coordination with the concerned departments and external parties on behalf of assigned companies. Perform other HR and Admin-related tasks as instructed by the HRA Manager or Management. This list of duties and responsibilities is not exhaustive. QUALIFICATIONS Bachelor’s degree in Psychology, Human Resource Management, Behavioral Science, Business Administration, or a related field. At least two (2) years of relevant, hands-on HR and administrative experience, preferably with exposure across multiple HR facets. Working knowledge of the Philippine Labor Code, DOLE issuances, and SSS, PhilHealth, HDMF, and BIR processes. Experience in a BSP-supervised institution or other regulated industry is an advantage. Proficient in MS Office and Google Workspace; familiarity with HRIS, payroll, and timekeeping systems is an advantage. Working knowledge of HRIS platforms such as Sprout or Bridge (or equivalent HR/payroll systems) is required. Strong organizational skills, accuracy, and attention to detail in documentation and record-keeping. Good written and verbal communication skills; able to handle confidential information with discretion and integrity. Able to work independently, manage multiple deadlines, and coordinate across departments and external providers. Willing and able to perform fieldwork or legwork outside the office (e.g., transactions with BIR, SSS, PhilHealth, HDMF, and other government or partner offices) as required by the role.
