Head of Delivery

Leading global delivery in defense software ( Machelen (BE) & Almere (NL))

Lead the transformation of ILIAS’s international Delivery organization into a scalable, predictable and high-performing delivery capability that supports growth while protecting quality, customer trust and profitability.

Your responsibilities and tasks

• Translate the transformation agenda into a concrete roadmap for Delivery, defining the target operating model, roles, responsibilities, governance and decision-making structures.
• Take end-to-end accountability for ILIAS Delivery and translate the transformation agenda into a concrete roadmap, defining and owning the target operating model, roles, governance, decision rights and performance expectations.
• Act as the senior operational owner for critical delivery risks and customer issues, driving fact-based recovery plans and intervening decisively when project, customer, quality or financial outcomes are at risk.
• Professionalize and scale the international Delivery organization, introducing consistent project governance, delivery standards and quality management while strengthening commercial discipline across SOW quality, scope and change control, forecasting, utilization and project margin.
• Establish effective oversight of the project portfolio, ensuring visibility over progress, risks, resources and financial performance, while driving structured capacity planning and timely corrective actions.
• Drive the transition towards standardized and repeatable implementation approaches, reducing reliance on tailored solutions and making more effective use of internal expertise and certified implementation partners.
• Lead and develop the international Delivery team, strengthening professional capabilities and evolving internal roles towards complex implementations, architecture and higher-value consulting activities.
• Ensure close alignment with Partner Operations Enablement, Academy, Product, Product Engineering and Customer Support, creating consistency across the implementation lifecycle and maintaining continuity across ongoing customer programs.

Your background and experience

• Experience in an international B2B software, enterprise software, IT services or professional services environment, with a good understanding of complex software implementations and project delivery.
• Experience operating in regulated, security-sensitive or mission-critical environments is strongly preferred. Defence sector experience is considered an advantage.
• Proven experience leading a professional services, implementation or software delivery organization, including responsibility for project governance, resource and capacity planning, delivery quality and financial performance.
• Experience professionalizing delivery operations, introducing consistent methodologies, standards and performance monitoring, and managing multiple complex implementation projects simultaneously.
• Demonstrated ability to lead and develop international teams of technical and functional professionals, while driving organizational change and building scalable delivery models involving external implementation partners.
• Proven track record of transforming and scaling international software delivery organizations, delivering measurable improvements in delivery performance, operational efficiency, customer outcomes and financial results.
• Demonstrated ability to lead effectively in a matrix environment: bringing colleagues and stakeholders along without formal authority, aligning competing interests, and constructively challenging peers to deliver on ILIAS’ shared strategic priorities—not just individual functional objectives.
• A master’s degree is preferred, ideally in Engineering, IT, Business Administration or a related field.
• Fluent in English. Knowledge of Dutch and additional European languages is an advantage. Willingness and ability to travel internationally on a regular basis is a must-have.
