In the UK, OYO Technology and Hospitality UK Limited operates as part of PRISM, a hospitality group whose portfolio includes the Sunday, Belvilla, OYO and Palette brands, as well as hotels run under management contracts. The UK team leases, manages and operates a growing estate of hotels across the country. That gives us flexible, well-located room supply. This role puts that supply to work for government authorities that need safe, consistent accommodation at scale. Why this role exists Government authorities across the UK regularly need safe, good-quality temporary and emergency accommodation for residents, and procure it through tenders, dynamic purchasing systems (DPS) and block-booking arrangements. PRISM has hotel supply that can meet this need with consistent standards and safeguarding. This role builds lasting partnerships with government authorities – block contracts, framework positions and longer-term arrangements – rather than ad-hoc spot bookings. Key responsibilities Prospecting and pipeline - Build and own a target list of government authorities by accommodation need and proximity to PRISM hotels. - Open doors with Heads of Housing Options, Housing Needs, TA/Placements teams, procurement and commissioning leads. - Monitor Find a Tender, Contracts Finder, Public Contracts Scotland, Sell2Wales and authority DPS portals daily; never miss a relevant opportunity. - Maintain a CRM pipeline with stage, value, decision date and next action for every authority. Bids and tenders - Lead end-to-end tender responses: go/no-go, clarification questions, method statements, pricing schedules, social value and compliance returns. - Get PRISM onto government DPS lots, frameworks and approved provider lists. - Write winning responses on safeguarding, suitability, housing management, move-on support and complaints handling. - Work with finance on nightly rates, block-booking discounts and occupancy guarantees that stay inside authority benchmarks and subsidy limits. Contracting and mobilisation - Agree contract terms, payment cycles, voids, damage and term/break clauses with legal and the deal team. - Hand over won contracts cleanly to operations: referral process, check-in, room standards, support partners and reporting. - Set up and chair regular contract reviews with each authority. Account growth and market intelligence - Grow existing government authority accounts from spot bookings to block contracts and longer terms. - Identify hotels in the pipeline suited to TA/EA conversion and feed demand data into acquisition decisions. - Track policy, budget and procurement changes affecting government accommodation buying. Essential Experience - 5+ years in business development or contract management with an accommodation provider selling to local authorities – hotels, serviced apartments, hostels or TA/EA operators. - Personally led or co-led government tender submissions, with at least 3 contract wins in temporary, emergency or nightly-paid accommodation. Candidates must be able to name the authorities, contract values and terms. - Existing relationships with housing and procurement teams at multiple government authorities (London boroughs a strong plus). - Working knowledge of public procurement: Procurement Act 2023, DPS and framework call-offs, tender portals and evaluation criteria. - Strong understanding of government authorities' statutory housing duties and how they place households, including suitability standards and limits on B&B use for families. - Confidence pricing nightly rates and block arrangements that give government authorities clear value for money. - Excellent bid writing and presentation skills; can stand in front of a government authority panel. - Full UK driving licence and willingness to travel; able to pass an enhanced DBS check. Desirable Experience - Background at a known TA/EA, nightly-paid or hotel provider that supplies government authorities, or in a government authority's housing placements or commissioning team. - Experience with London cross-borough rate arrangements and pan-London procurement routes. - Exposure to related public-sector accommodation: NHS step-down or care leaver placements. - Knowledge of housing benefit subsidy rules and how they shape what government authorities can pay. - Track record converting hotels or blocks into dedicated TA stock, including planning use considerations. - Experience building social value commitments (local hiring, support partnerships) into bids. - CRM discipline (HubSpot, Salesforce or similar) and bid library management. Package and screening questions Package (to confirm): competitive salary with a performance-related bonus, car allowance, pension, holiday and hybrid working. Open question: salary range and bonus structure. Screening questions for applicants – these filter out generalist salespeople and find people who have actually won government work: 1. List the government authorities you have won TA or EA contracts with, the year, contract value and term. 2. Which tenders did you personally write or lead, and what was your role versus the bid team? 3. Which DPS, frameworks or approved provider lists have you got a company onto? 4. Who are your current contacts in government authority housing options, placements or procurement teams? 5. How have you priced nightly rates against government benchmarks while offering value for money? 6. Describe a contract you lost or that went wrong, and what you changed. 7. How do you handle safeguarding, suitability and complaints requirements in a bid? 8. Are you bound by any non-compete or non-solicit restrictions from your current employer? Where to look: current or former BD staff at TA, nightly-paid and hotel operators that supply government authorities; ex-government authority placement officers who moved into provider roles; and LinkedIn searches for "temporary accommodation" plus "business development" or "tenders" Work Location: In person
