Job Profile : The Foreman shall be responsible for the day-to-day supervision, coordination and execution of earthworks, civil and electrical works at project sites, ensuring that all activities are completed safely, efficiently and in accordance with approved drawings, method statements, project specifications, authority requirements and the approved program. The Foreman shall have strong hands-on experience in excavation, underground utilities, cable works, duct installation, backfilling, reinstatement and electrical infrastructure works. Detailed Roles & Responsibilities : 1. Site & Earthworks Supervision Supervise daily excavation, trenching, earthworks and reinstatement activities. Ensure excavation is carried out to the required alignment, depth, width and levels as per approved drawings. Coordinate trial pits and verification of existing underground services before excavation. Supervise shoring, barricading, access arrangements and safe excavation practices. Ensure proper bedding, laying, backfilling and compaction of trenches. Supervise road, footpath, interlock, kerbstone and asphalt reinstatement works. Ensure excavated materials and construction waste are properly managed and disposed of. Coordinate plant and equipment such as excavators, breakers, compactors, loaders and other machinery. 2. Civil Works Supervise construction of cable trenches, duct banks, chambers, manholes, foundations and related civil structures. Ensure proper installation of formwork, reinforcement, concrete and associated works. Check levels, dimensions, gradients and alignment before proceeding with subsequent activities. Coordinate with surveyors for setting-out and level verification. Ensure civil works are completed in accordance with approved drawings and specifications. Coordinate civil works with electrical installation teams to avoid delays and rework. 3. Electrical Works Supervise installation of electrical ducts, cable routes, LV/HV cables, earthing systems and associated electrical infrastructure . Coordinate cable laying, pulling, dressing, termination and related activities where applicable. Ensure cables and electrical materials are handled, stored and installed correctly. Ensure cable routes, clearances, bends, separation and installation requirements comply with approved drawings and specifications. Coordinate with electrical engineers and jointers for cable termination and jointing activities. Assist with electrical testing, inspections, commissioning and rectification of site observations. Ensure electrical works are ready for inspection prior to requesting QA/QC or client inspection. DEWA's contractor requirements specifically identify qualified civil/electrical supervisors and require appropriate supervision for cable-laying works; DEWA's transmission-network conditions also require competent engineering/supervisory and safety personnel when working near its services. 4. Manpower & Productivity Allocate manpower according to daily work requirements. Supervise electricians, civil workers, helpers, operators and subcontractor personnel. Monitor worker productivity and ensure planned daily targets are achieved. Identify manpower shortages and notify the Site Engineer/Project Manager immediately. Ensure workers are properly briefed regarding their assigned activities. Prevent unnecessary manpower idling and ensure optimum utilization of resources. 5. Drawings & Technical Requirements Read and interpret civil, electrical, utility and as-built drawings . Ensure work is executed strictly according to approved drawings and instructions. Verify work locations and cable/utility routes before commencement. Immediately report discrepancies between drawings and actual site conditions. Ensure no unauthorized deviation from approved drawings, specifications or method statements. 6. HSE Responsibilities Ensure strict compliance with company HSE procedures and project requirements. Conduct and participate in daily Toolbox Talks . Ensure all workers use the required PPE. Ensure proper barricading, warning signs, lighting and safe access around excavations. Ensure safe working practices for excavation, lifting, electrical works and underground utilities. Immediately report unsafe conditions, incidents, near misses and damage to existing services. Ensure work is carried out only after obtaining the required permit/NOC/clearance . Stop work where an unsafe condition or unauthorized activity is identified. G. Quality Control Ensure workmanship complies with approved specifications and project requirements. Inspect completed work before calling for consultant/client inspection. Rectify defects, inspection comments and snag items promptly. Ensure proper compaction, levels, alignment and dimensions of civil works. Prevent rework, material wastage and poor workmanship. Coordinate with QA/QC personnel for required inspections and testing. 7. Materials, Tools & Equipment Verify availability of required materials before commencement of work. Coordinate material requirements with the Site Engineer/Storekeeper. Monitor material consumption and prevent unnecessary wastage. Ensure proper handling, storage and protection of cables, ducts, electrical equipment and civil materials. Ensure construction equipment is suitable and available for planned activities. 8. Daily Reporting The Foreman shall maintain and submit accurate daily information covering: Manpower deployed. Equipment deployed. Work activities completed. Quantities achieved. Materials used. Work locations. Inspection status. Delays and site constraints. Safety issues/incidents. Additional resources required. Planned activities for the following day. 9. Authority & Coordination The Foreman shall coordinate closely with: Project Manager Construction Manager Civil Engineer Electrical Engineer Site Engineer Surveyor QA/QC Engineer HSE Officer Storekeeper Jointers/Electricians Equipment Operators Subcontractors Client/Consultant/Authority representatives For Dubai infrastructure works, particular attention should be given to applicable DEWA, RTA, Dubai Municipality and other authority requirements , as UAE infrastructure Foreman roles commonly require direct experience with these authorities and underground utility works. Qualifications & Experience Essential: Technical qualification / Diploma in Civil or Electrical Engineering preferred. Minimum 5–8 years of relevant construction/infrastructure experience. Minimum 3 years UAE/GCC experience preferred . Proven experience in earthworks, excavation and underground utilities. Experience in electrical infrastructure and cable/duct installation. Ability to read civil and electrical drawings. Experience supervising manpower and subcontractors. Good knowledge of UAE construction safety requirements. Experience working around existing underground utilities. Preferred: Experience in DEWA/RTA/DM projects . Experience with LV/HV cable works. Experience with road cutting and reinstatement. Experience with cable trenches, duct banks, chambers and manholes. Valid UAE driving licence is an advantage. Key Competencies The successful candidate should demonstrate: Strong site leadership.
