About the Role

We are seeking experienced Federal Budget Analysts to contribute to a project focused on federal budget formulation and execution. In this role, you will leverage your expertise in federal financial management to support the development and evaluation of next-generation AI systems. Your knowledge will help improve AI models' ability to understand federal budgeting processes, financial regulations, and budget execution practices.

Scope of Work

• Develop realistic training examples of federal budget justification materials, including narratives, exhibits, and supporting financial analyses.
• Prepare sample responses to OMB passback with clear, well-supported analysis and detailed explanations of decision-making.
• Document mid-year reprogramming scenarios, identifying actions requiring higher-level approval and ensuring alignment with approved spending plans.
• Create practical examples comparing actual expenditures against planned obligations, evaluating fund availability, and explaining budget variances.
• Demonstrate year-end budget closeout procedures step by step, including reconciliation with accounting records and resolution of discrepancies.
• Develop guidance on funding types, budget modifications, and compliance requirements based on federal budget management practices.
• Create templates, process walkthroughs, and annotated examples reflecting real-world federal budget operations.
• Review and evaluate AI-generated budget content for accuracy, practical relevance, and regulatory compliance, providing detailed feedback on errors and omissions.

Requirements

• Minimum 5 years of federal budget experience, preferably at the GS-11/12 level or higher.
• Experience in federal budget formulation, execution, and funds control.
• Hands-on experience with OMB submissions, budget reprogramming, and year-end closeout procedures.
• Familiarity with federal accounting and budget execution systems.
• Strong analytical, financial reporting, and technical documentation skills.
• Ability to explain complex federal budgeting processes clearly and accurately.

Preferred Qualifications

• Experience in federal budget-related roles, including GS-0560, GS-0501, GS-0510, or comparable positions.
• Professional financial management certification, such as DoD Financial Management Certification (DoD FM), Certified Government Financial Manager (CGFM), or equivalent.
• Experience advising program managers on federal financial management and budget execution.
