Key duties include overseeing planned maintenance, repairs, and engineering services; acting as the Authorised Person for Low Voltage electrical systems; and ensuring compliance with all statutory, regulatory, and safety requirements. The post holder leads estates staff and contractors, manages budgets and assets, delivers maintenance and minor capital projects, and oversees energy efficiency, security systems, and building management systems. They monitor service quality and performance, provide expert estates advice to senior leaders, support strategic planning and business cases, and act as the primary estates contact for Maghull Health Park. The role also includes participation in Trust-wide initiatives, emergency on-call support, and driving continuous improvements to estate performance, compliance, and the patient environment. The role serves as the Trust's lead electrical estates specialist, with responsibility for the safe and effective management of electrical services across designated sites. Key duties include ensuring statutory compliance and safe systems of work, managing in-house maintenance teams and contractors, delivering minor capital projects, and conducting engineering and building condition surveys and audits. The post holder is also responsible for improving estate performance, maintaining a high-quality patient environment, and engaging regularly with staff, service users, and carers to support continuous service improvement. To operate, maintain and develop a building services and engineering Planned Preventative Maintenance and Repair system across the Trust, continually reviewing and updating all records in response to changing techniques and service developments. To act as authorised person (AP) for low voltage (LV) systems including all associated duties To ensure and maintain compliance with the HTM, HBN & Electrical safety Regulations To supervise and monitor performance of delegated trade staff Line management responsibility for the divisions directly employed engineering staff, regular contractors and service contractors ensuring effective day-to-day running of the operational estates team. Responsible for recruitment, induction, appraisal and development for Estates team with responsibility for HR issues i.e. disciplinary, grievance, PACE etc. To manage the performance of all engineering maintenance works and to monitor and assure the quality of work undertaken by contractors and in-house estates maintenance team. To develop and implement effective strategies for the conservation of energy and to reduce energy consumption by the Trust by being responsible for managing, monitoring and rectifying faults on the Building Management system. To undertake surveys, develop schedules of work, specifications and contract documentation for all in-house small capital and maintenance projects. To check the standard of works on engineering projects within the Trust, including the approval of contractors’ invoices prior to submission for payment to ensure that value for money has been obtained. To monitor the existing engineering planned maintenance system to ensure that contractors are complying with all requirements including frequencies, statutory and non-statutory regulations and guidance, health and safety and the trust’s policies and procedures. To provide estimates and advice on potential projects to senior managers to enable them to make budgetary decisions. To monitor and maintain building and plant surveys from which information is stored on a database to enable forward planning of building maintenance and a fully priced rolling programme. To project manage minor capital works meetings with consultants, contractors and other professionals to inform and discuss progress of projects to ensure planning and work carried out meets the requirements and specifications. To ensure that all aspects of support services, control of infection, fire safety etc and security are completed prior to a particular area becoming operational. Responsible for the security systems throughout the estates which include complex engineering equipment, perimeter intruder detection CCTV, secure entry systems, staff alarm and control room. To oversee energy electrical and mechanical maintenance and operational works to ensure that all necessary mandatory and statutory regulations are complied with. To ensure all allocated capital schemes are progressed and delivered on time, to quality and within budget and in compliance with Trust SFI’s. To develop and implement strategies that enhance estate performance, seeking to improve the service user carer experience. To act as the single point of contact for all estates issues applicable to Maghull Health Park. Liaising with Directors, senior manager and staff in the development of business cases and in the signing off, of capital schemes following completion and formal hand over. Providing expert estates advice to Directors and Senior Managers. Take part in divisional and trust wide meetings and committees as a representative for the department. Take part in the management and provision of an out of hours emergency on call system. To implement safe systems of work, ensuring statutory and non statutory compliance i.e. legionnella, maintenance of risk register/estates risks assessments electricity at work act regulations etc. To act as the custodian of the Trust’s physical and financial assets within the designated zone, ensuring investment decisions and the use of the Trust’s property portfolio effectively supports the organisations’ business activities. To control, monitor and manage expenditure of the building maintenance and engineering maintenance budgets. Responsible for ensuring that the testing, validating, certification and registering of all Trust Estates Statutory requirements are carried out either buy in-huse or external contractors so that the Trust complies with its current responsibilities including, gas safety testinf, fixed wire testing, fire alarm maintenance, PAT testing, asbestos and LOLER etc.
