Qualifications:

• Bachelor’s Degree in a Technical field or equivalent
• QMS/HSEMS Auditor certification
• Minimum Proven 10 years Health, Safety and Environment experience,
• Minimum 5 years’ experience in a quality assurance and quality control background.
• Minimum 5 years in a consulting background.
• Knowledge of OH&S is an added advantage

Responsibilities:

• Assist Regional Heads in ensuring compliance with the Company HSE Management System, policies and procedures across MEA operations.
• Provide HSE leadership and guidance to engineering offices, project teams and regional management.
• Support Project Managers in implementing, monitoring and improving project-specific HSE plans and requirements.
• Plan and conduct HSE inspections and audits of offices and projects throughout the MEA region.
• Maintain HSE inspection reports, audit records, registers and statutory compliance documentation.
• Ensure activities comply with applicable HSE legislation, client requirements and Company procedures.
• Review and update regional HSE procedures, instructions and associated documentation.
• Promote consistent implementation of the Company HSE Management System across MEA locations.
• Ensure project HSE plans and procedures align with corporate standards and contractual requirements.
• Develop and maintain a risk-based regional HSE audit and inspection programme.
• Conduct internal HSE audits and support external audits and client assessments.
• Monitor corrective and preventive actions and ensure timely close-out of HSE findings.
• Plan and deliver HSE induction, awareness and training programmes for employees.
• Maintain HSE audit files, training records and other relevant compliance documentation.
• Coordinate the review and improvement of regional HSE processes and procedures.
• Compile and submit monthly HSE statistics, leading indicators and performance reports to Group HSE.
• Lead or support incident and near-miss investigations, identify root causes and track corrective actions.
• Liaise with clients, external auditors and relevant authorities on regional HSE matters.
• Provide guidance on the interpretation and application of HSE standards and requirements.
• Escalate significant HSE risks, incidents and compliance concerns to Group HSE management.
• Prepare HSE management review reports covering regional performance, risks and improvement actions.
• Promote a positive safety culture and environmental awareness across MEA offices and projects.
• Coordinate emergency preparedness arrangements, drills and response planning where applicable.
• Support Engineering Managers, Project Managers and Heads of Department in identifying HSE training needs and improving staff competency.

Knowledge / Experience (Skills):

§ Knowledge of quality assurance and its consistent application throughout the company.

§ Knowledge of quality systems based on ISO 9001, 14001 and 45001.

§ Quality auditing.

§ Lead Auditor certified.

§ NEBOSH certified or equivalent is mandatory.

§ Local environmental regulations.

§ Report writing skills.

§ Self-motivated and resourceful in researching for technical knowledge.

§ Must possess strong interpersonal skills to be able to coordinate in a multi-disciplinary and multicultural environment.

§ Must be able to influence and educate staff on quality and environmental issues.

§ Hazard identification and risk assessment in the workplace.

§ Be able to motivate and provide guidance to direct reports / colleagues.

§ Ability to communicate with senior management and staff, as well as Clients.

§ Ability to work under minimum supervision.
