Work involves coordinating budgetary activities, reviewing and analyzing operating budget, and providing technical advice and assistance on budgetary matters. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment. The following Military Occupational Specialty codes are generally applicable to this position. Oversee the development and evaluation of performance and workload measures. Evaluate, identify, and review quarterly performance measure reports required by Legislative Budget Board (LBB). Review current performance measures for short definition, purpose/importance, source/collection of date, method of calculation, data limitations, calculation type, and desired performance with current targets to ensure alignment with THP goals and objectives. 2. Coordinate with Finance on all THP budgeting procedures, preparation, and reporting for involvement with Legislation Appropriation Requests (LAR), Internal and External Operating Budget (IOB and EOB), monthly forecasting reports, and all other requests made through Finance. 3. Develop budget policies and procedures for THP Headquarters and Field Offices to comply with Finance and Procurement requirements. 4. Examine operating budgets to determine whether funds have been appropriately allocated for THP during the IOB and LAR at strategy and index level. 5. Provide advice, guidance, and assistance on financial planning and management. Identify ways to better utilize funds and staff, improvement in management accountability, and efficient means to reach program objectives to THP Assistant Director (A.D.), Deputy Assistant Director (D.A.D.), headquarters management, field budgetary management, and support staff. 6. Prepare legislative appropriations requests and agency budget instructions for THP. 7. Prepare fiscal notes and analyses of legislation for THP on any bill or joint resolution as it goes through the legislative process. 8. Review the Detailed Financial Accounting Report (DAFR) for accuracy and identifies areas in which more appropriate use of funds can be made for THP. 9. Study and develop budget formulas for appropriations requests by reviewing historical trends in THP operating expenses (salary, gasoline, overtime, and retirement trends) to create formulas using project costs to estimate appropriation requests. 10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 11. Perform other duties as assigned. GENERAL QUALIFICATIONS and REQUIREMENTS: Education - Graduation from an accredited 4-year college or university with a Bachelor¿s degree in Accounting, Finance, Business Administration or a related field. Experience - Minimum of two (2) years¿ progressively responsible experience in financial analysis and regulatory work. Substitution Note: Experience of the type described may be substituted for the education requirement with one (1) year full-time work experience equal to thirty (30) semester hours of education. Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence. Regulatory Knowledge - Must have extensive working knowledge of budget analysis and administration; cost estimating, financial planning, fiscal accounting, and management principles and procedures; governmental accounting, policies, procedures, laws, legal restrictions, and regulations pertaining to fiscal operations and funding. Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Analytical Reasoning/Attention to Detail - Must be able to analyze fiscal management information to determine appropriate use of funds; perform statistical analyses; identify and develop budgetary reports and schedules; analyze management problems and develop and present solutions. Must demonstrate an ability to perform and interpret numerical analyses; interpret statutes; analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations; prepare reports and correspondence regarding findings. Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Technology (computers/hardware/software/operating systems) - Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. State of Texas Benefits and Retirement Information: https://www.ers.texas.gov/ A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change. A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
