Director of Finance and Human Resources Job Description LOCATION: Central Office SUPERVISOR: Superintendent of Schools Job Summary: The Director of Finance and Human Resources is the chief financial executive of the Georgetown Public Schools District (GPS) and serves as the principal advisor to the Superintendent and school committee in matters related to finance, budget, procurement and human resources. This position provides leadership and consult in the areas of hiring, operations, food services and transportation. Leadership · Partner with the Superintendent to positively effect changes that improves school environment; · Collaborate with school administrators to provide budget planning; · Member of the Superintendent’s Cabinet team as the expert on staffing and budgeting; · Member of the negotiation team · Develop personnel and financial procedures/policies Human Resources · Oversight of the department’s Human Resources processes; · Participates in staff Investigations and Title IX claims; · Advise Principals and Directors on disciplinary actions; · Supports Principals, Directors, the Superintendent and School Committee on filed complaints or Grievance process; · Work with the Superintendent and Director of Curriculum to develop a multi-year capital staffing plan that supports the direction of the district · Participation in the employee mediation; · Act as the FMLA liaison for the district employees; · Oversees employee annual attendance & accruals in MUNIS; · Manage the staff Tuition Reimbursement process; · Corresponds with staff in connection with seniority, longevity, stipends, and payouts; · Collaborate with union leadership on contractual interpretation disputes; Payroll · Oversee master payroll for biweekly payroll process · Oversees contractual Sick Leave Banks; · Process after school Stipends · Supervise payroll processing Budget & Finance · Prepare, analyze and manage operating budget · Maintain a participatory budget process, including budget input from all principals, administrators and central office staff · Review all budget requests with Superintendent · Prepare quarterly school committee financial reports and updates; · Provide monthly reports of budget versus expenditures to all principals, administrators and central office staff · Acts as advisor to Superintendent on all financial matters · Prepare State and Federal financial and statistical reports including the annual end of the year report · Oversee and coordinate all revenue collection, auditing and accounting procedures · Grant development and management · Develop long range financial planning projections, including contractual impacts · Oversee the financial operations of the food service program and assess the food service operations, to evaluate the degree of direct and indirect support of the program and to make recommendations for necessary changes if warranted; · Oversee the collection of student activity and department revolving accounts · Approves/control expenditures within budget Account Payable · Serve as procurement officer in accord with 30B · Preparation of all bids and specifications in accord with 30B · Supervise purchasing/accounts payable · Prepare biweekly vendor warrants, when needed• · Provide financial oversight for capital improvement planning and services Other Responsibilities · Maintain positive working relations with Town Departments; i.e. Finance Director, Town Accountant, Assistant Treasurer · Fosters good community/school relations with regard to School Department financial matters · Implement mandates of Education Reform Act of 1993 · Analyze all vendor contracts and projects · Evaluation and supervision of Business Office staff · Perform job related tasks as requested by the Superintendent Assessment of Performance: · Assessment by Superintendent of Schools. Requirements · Certified, or willing to become certified, by the Massachusetts Dept. of Education as a School Business Administrator · Bachelor’s Degree in Accounting/Business or related field required, Master’s Degree Preferred · Designation as a Massachusetts Certified Public Purchasing Officer (MCPPO) preferred · Public school administration and management experience preferred · Computer skills: Google suite, Microsoft Windows, Microsoft Office or equivalent · Knowledge and experience with MUNIS software applications and information systems for central office · Excellent organizational and interpersonal skills · Effective communication skills, written and oral · Experience in supervision of staff · Knowledge of municipal fiscal operations and the relationship to school financial operations · Understanding of school business administration as it relates to the district’s educational goals Pay: $110,000.00 - $125,000.00 per year Benefits: Dental insurance Parental leave Retirement plan Work Location: In person
