Conduct requirements elicitation through interviews, workshops, observations, process reviews and data analysis. Analyse and document current-state and future-state business processes. Translate business needs into clear and actionable business and functional requirements. Develop artefacts such as business requirements documents, user stories, use cases, process flows, acceptance criteria and functional specifications. Identify opportunities for process simplification, automation and digitalisation. Analyse business and operational impacts arising from proposed digital solutions. Digital Product & Solution Delivery Work with Product Owners, UX designers, architects, developers and other technology teams throughout the product lifecycle. Support product discovery, solution design, backlog refinement and prioritisation. Facilitate discussions between business and technology stakeholders to resolve requirements and solution issues. Participate in Agile ceremonies such as sprint planning, refinement, reviews and retrospectives where applicable. Support user acceptance testing (UAT), including development of test scenarios, test cases and acceptance criteria. Validate delivered solutions against business requirements and intended user outcomes. Support implementation, rollout and post-implementation reviews. User-Centric Digital Services Understand citizen, business and internal-user journeys and translate insights into business and product requirements. Identify opportunities to improve the accessibility, usability and overall experience of digital services. Collaborate with UX and service design teams to map customer journeys and identify service improvements. Use qualitative and quantitative data to support evidence-based recommendations. Stakeholder & Vendor Management Build effective working relationships with stakeholders across business and technology functions. Facilitate workshops and discussions involving stakeholders with different priorities and levels of technical knowledge. Work with external vendors and delivery partners to clarify requirements, review deliverables and track issues. Communicate complex business or technical matters clearly to senior stakeholders. Governance, Security & Public-Sector Considerations Ensure requirements and solution considerations align with relevant agency policies, governance frameworks and Government digital standards. Work with relevant stakeholders to incorporate considerations relating to cybersecurity, privacy, data protection, accessibility and operational resilience. Maintain appropriate documentation and traceability throughout the delivery lifecycle. Support risk, issue, dependency and change management activities. Requirements Degree or equivalent qualification in Business, Information Systems, Computer Science, Engineering or a related discipline. 3–7 years of relevant experience in business analysis, digital transformation, product delivery, systems analysis or a related field. Strong experience in requirements gathering, analysis and documentation. Experience translating business requirements into user stories, functional requirements or solution specifications. Experience working with cross-functional business and technology teams. Strong stakeholder management, facilitation and communication skills. Good understanding of digital product development and software delivery lifecycles. Strong analytical and problem-solving abilities. Experience delivering digital products or services in the Singapore public sector or another highly regulated environment. Experience with Agile/Scrum delivery methodologies. Experience in process modelling using tools such as BPMN or equivalent. Experience conducting UAT and managing requirements traceability. Familiarity with UX, service design, customer journey mapping or design-thinking approaches. Familiarity with APIs, system integrations, cloud technologies, data platforms or enterprise architecture. Relevant certifications such as IIBA CBAP/CCBA, PMI-PBA, Scrum/Agile certifications or equivalent would be advantageous. Digital & Technology Acumen: Comfortable working with technology teams and understanding how digital solutions are designed and delivered. Stakeholder Management: Able to engage and influence stakeholders across different functions and seniority levels. Communication: Able to articulate complex requirements clearly through both written documentation and verbal presentations. Problem Solving: Takes a structured, evidence-based approach to identifying root causes and potential solutions.
