Position Overview Under the direction of the Chief Financial Officer, the Deputy Chief Financial Officer/Treasurer supports the daily financial operations of the Township and provides managerial oversight of the Finance Department team. Pennsauken Township serves a population of approximately 37,000 residents and manages an operating budget of $59 million, along with a golf course utility of about $3 million and a garbage district of about $5 million. This position works closely with the Chief Financial Officer on budgeting, financial reporting, debt management, and audit preparation, and directs the staff responsible for payroll, accounts receivable, and accounts payable. The role requires strong analytical skills, sound judgment, and the ability to work collaboratively with elected officials, department heads, and professional staff. Examples of Duties · Providing managerial oversight of the Finance Department team that handles payroll, accounts receivable, and accounts payable, including assigning and reviewing work, setting priorities, and supporting staff development · Maintaining general ledger and budget accounts · Reconciling bank accounts and overseeing deposits · Preparing journal entries and invoicing · Assisting with accounts payable processes and providing payroll support as needed · Assisting the Chief Financial Officer with preparing and analyzing the annual budget · Completing year-end entries and preparing for and performing audit requirements · Supporting debt management and financial reporting activities · Assisting with grant reporting and ad hoc accounting projects · Explaining financial concepts and outcomes to elected officials, department heads, and other non-financial audiences · Performs related duties as required to support Department operations Minimum Qualifications - Bachelor’s degree in accounting - Minimum of three (3) years of professional accounting or financial management experience - Must obtain a New Jersey Certified Municipal Finance Officer (CMFO) license - Understanding of New Jersey governmental finance preferred, but not required. Proven track record of effective financial management - Demonstrated experience in financial reporting, debt management, bank reconciliations, and general ledger maintenance - Demonstrated ability to supervise, motivate, and lead a team - Proficiency in Edmunds financial software and Microsoft Office Suite - Strong verbal and written communication skills - Organized and detail-oriented, with a proven ability to prioritize workloads - Must meet all applicable NJ Civil Service Commission requirements for the title, when applicable - Experience with PrimePoint payroll software preferred, but not required Benefits Eligibility and Work Environment Pennsauken Township offers an excellent benefits package including medical, prescription, dental, and vision plans with minimal employee contributions; generous paid time off (holiday, personal, sick/leave, and vacation); a defined pension plan; Health Savings Account; life insurance; employee assistance program (EAP); and voluntary benefits such as AFLAC, credit union participation, and employee wellness programs.
