Data and Technology Manager
About VFOR
The Vermont Foundation of Recovery (VFOR) is a nonprofit organization committed to supporting individuals in their transition to long-term recovery from substance use disorder by providing safe, affordable, and structured recovery housing across Vermont.
We operate a network of certified recovery homes in multiple communities, offering stable sober living environments where residents are empowered through accountability, peer connection, and community support. At VFOR, we believe recovery is possible for everyone, and we are dedicated to helping people rebuild their lives with access to opportunity, respect, and the resources they need to thrive.
Position Summary
The Data and Technology Manager owns VFOR's data infrastructure and technology environment. The role is accountable for the accuracy, consistency, and availability of organized data: defining metrics, administering source systems, and building automated reports and dashboards that serve program, development, finance, and grant reporting needs. The position also manages VFOR's technology vendors, systems access, and information security posture, and leads the organization toward a more cohesive and efficient IT environment.
This role and the Grant Manager divide responsibility along a clear line: The Data and Technology Manager guarantees the number, and the Grant Manager reports it. This position produces validated, on-schedule data and is not responsible for preparing or submitting funder reports.
Key Duties and Responsibilities
Data Systems and Source of Truth:
- Platform Administration: Serve as systems administrator for VFOR's member management and outcomes platforms, including Behave Health and Recovery Capital (RecCap) instruments.
- Metric Definition: Define and document organizational metrics – occupancy, applications, admissions, discontinuations, length of stay, work, volunteering and education, and exits to stable housing – so that every report across the organization uses the same definitions.
- Membership Tracking: Maintain accurate, current tracking of all applications, admissions and membership discontinuations.
- Data Quality: Establish and run validation routines; identify, investigate and correct data quality issues at the source rather than in the report.
- Data Architecture: Progressively replace manual tracking spreadsheets with reliable, automated data pulls, reducing the organization's dependence on any single person's workbook.
Reporting and Analytics
- Automated Reporting: Build and maintain recurring automated reports, including monthly membership and operations data reports, and departmental data reports for Finance, Human Resources, Development and Communications, and Recovery Residence Development.
- Data Feeds for Grant Reporting: Produce validated, on-schedule data feeds for the Grant Manager's funder reporting and confirm availability in advance of each reporting cycle.
- Dashboards: Develop and maintain dashboards for leadership and the Board of Directors, highlighting trends, performance against targets, and areas for improvement.
- Analysis: Conduct analysis to support leadership decision-making on program effectiveness, capacity, donor engagement, and operational performance.
- Member Feedback: Administer member satisfaction surveys, analyze response data, and report funding to leadership and Operations.
- Operational Data Support: Support the Operations team with data needed for day-to-day management, including bed occupancy and Recovery Capital reporting.
Technology Systems and Vendor Management
- Vendor Management: Manage VFOR's technology vendor relationship, including managed IT services, website services, the member management platform, and outcomes measurement partners.
- Systems Inventory: Maintain a current inventory of VFOR's software and hardware systems, including the internal phone and software tracker.
- Systems Rationalization: Identify unused or duplicative systems, recommend consolidation, and make recommendations for a more cohesive and efficient IT environment.
- Technology Gap Analysis: Work with the leadership team to identify technology gaps and recommend tools or systems that increase efficiency across departments.
- Change Management: Lead the implementation of new systems and systems changes, including planning, staff communication, training and adoption support.
- Information Architecture: Maintain naming conventions, file structure and permissions across SharePoint, OneDrive, and shared systems.
Access, Security and Staff Support
- HIPAA Security Officer: Serve as VFOR's HIPAA Security Officer, responsible for the technical and physical protection of electronic Protected Health Information (ePHI). This includes establishing and maintaining safeguards such as access controls, encryption and risk assessments, and coordinating responses to potential cybersecurity threats or incidents.
- Access Management: Manage user account provisioning, permissions and deprovisioning across all VFOR systems.
- Staff Support: Provide day-to-day systems support to VFOR staff, and support Board members with email, SharePoint/OneDrive and related items.
- Onboarding: Partner with Human Resources to deliver systems onboarding and training for new hires.
- Compliance: Ensure compliance with regulatory best practice standards in data management and information security.
Digital Analytics and Donor Data Systems
- Web and Social Analytics: Monitor website traffic and social media engagement and provide analysis to the Director of Community Relations to inform content and campaign strategy.
- Website Systems: Maintain the website back end and manage the website vendor relationship; content creation and posting sit with Communications.
- Search and Digital Presence: Support search engine optimization and manage Google Ad Grant in coordination with Communications.
- Donor Database Integrity: Maintain the donor database (LIttle Green Light) as a system – data structure, integrations, deduplication and reporting – in support of Development.
- Marketing and Fundraising Analytics: Provide data and analysis on campaign performance, donor engagement and fundraising results to support data-driven strategy.
