Cost & Estimation Engineer – Substation EPC Projects
Cost Engineer
TAQA Substation and Transmission Projects
Department: PMO Department
Employment type: Full time
Role Purpose
We are seeking a Cost Engineer with direct experience on TAQA substation projects to support our continued participation in substation and power transmission tenders. The role will develop accurate, competitive and traceable cost estimates, strengthen our estimating database and support the transition from tender pricing to project execution.
Key Responsibilities
· Review invitations to tender, drawings, specifications, bills of quantities, schedules and contract requirements; define the estimate scope, pricing basis, assumptions, exclusions and interfaces.
· Prepare quantity takeoffs and detailed estimates for substation and associated transmission works, covering engineering, equipment, materials, civil works, installation, testing and commissioning.
· Estimate relevant packages such as transformers, GIS or AIS switchgear, protection and control, SCADA and telecoms, auxiliary systems, earthing, cables, buildings and foundations; include overhead line or underground cable interfaces where applicable.
· Prepare requests for quotation, obtain vendor and subcontractor offers, clarify scope and normalize quotations for technical compliance, quantities, delivery, commercial terms and scope gaps.
· Build resource based unit rates using material prices, labour productivity, construction methods, plant requirements and local subcontractor rates; assess logistics, temporary works and site overheads.
· Identify cost risks arising from outages, live substation interfaces, access constraints, lead times and programme requirements. Quantify contingencies, escalation and other allowances with clear supporting assumptions.
· Coordinate with engineering, procurement, construction, planning and commercial teams to resolve tender queries, assess alternatives and align the estimate with the execution strategy.
· Prepare cost summaries, pricing schedules, estimate narratives and bid review materials; maintain revision control and an auditable record of quotations, calculations and approvals.
· Maintain a reusable cost database and benchmark tender estimates against completed project costs. Capture lessons learned to improve pricing for future TAQA opportunities.
· After award, hand over the estimate, commitments, allowances and risk register to the project team; support budget setup, change pricing and cost variance reviews as required.
Essential Qualifications and Experience
· Bachelor's degree in Electrical Engineering, Civil Engineering, Quantity Surveying or a related discipline.
· Direct, demonstrable work experience on TAQA substation projects is mandatory. Candidates must identify the relevant project or projects, end client or contracting entity, employer, voltage level, project scope, dates and their own responsibilities.
· Proven responsibility for estimating, tender pricing, quantity surveying or cost control on those projects, with the ability to explain how project experience informs tender quantities, rates and risk allowances.
· Typically 5 or more years of relevant experience in substation or power transmission projects, including hands on preparation of detailed estimates or tender pricing submissions.
· Ability to interpret single line diagrams, layouts, equipment schedules, civil drawings, specifications and bills of quantities, and translate them into a complete cost breakdown.
· Working knowledge of the tender requirements, technical specifications, documentation and review processes applicable to the TAQA projects previously supported; ability to verify the requirements of each new tender.
· Strong knowledge of EPC cost structures, quantity measurement, vendor quotation analysis, construction productivity and subcontractor pricing.
· Advanced Microsoft Excel skills and practical experience with estimating or cost management software. Strong numerical accuracy, documentation and deadline management skills.
· Professional English communication skills and the ability to coordinate effectively with technical, procurement and commercial stakeholders.
