JOB SUMMARY This position serves as the Controller for a mid-size Community Health Center. Under the direction of the Chief Financial Officer, this position manages the overall direction, coordination, and evaluation of the Accounting/Finance Department. Carries out supervisory responsibilities in accordance with the company policies and applicable laws. Responsibilities include interviewing, planning, assigning, directing work of staff accountants and oversite of performance reviews of accounting staff. will assist with oversight of the full cycle accounting process. This includes understanding and compliance with established accounting principles, practices, and procedures, and regulatory compliance with related federal and state laws This individual will directly train and supervise all Finance Department staff to ensure that maximum revenues are generated through timely filing for grants as well as other revenue sources. This position will also coordinate with the Billing Manager and Supervisors to ensure that billing and coding functions are timely and being performed accurately and in compliance with established company policies and procedures. In addition, this position is also responsible for providing training and consultation to providers and other managers to ensure both compliance and maximum reimbursement. ESSENTIAL JOB FUNCTIONS 1. Safeguard assets and assure accurate and timely recording of all transactions by implementing disciplines of internal audits, controls and checks across all departments 2. Manage the accuracy and productivity of day-to-day activities of accounts payable, cash disbursements, invoicing/billing, customer credits and collections, payroll, perpetual inventory integrity, fixed asset records, general & entity accounting, cost accounting, department Human Resources, and Operations. 3. Develop, improve and issue timely monthly financial records for CEO, CFO and Board of Directors. 4. Assure financial plans are consistent with organizational goals. 5. When necessary, provide financial analysis tools to evaluate company ventures or special projects, programs, capital expenditures, product costing. 6. Manage commercial banking relationships to facilitate an appropriate credit resource under highly competitive terms 7. Assure that assets are properly encumbered with no personal guarantees or unrealistic commitments 8. Work closely with CEO, CFO, and Director of Human Resources in the development and economic evaluation of various fringe benefit programs for staff and program components 9. Interface with outside audit firms(s), banks and lessors, casualty/liability insurance agent(s), credit card companies, and collection agencies 10. Provide a visionary and leadership implementation role on behalf of Finance to all departments, creating a well-respected and sought after department goal 11. Report to the Board of Directors when necessary in writing and verbally 12. Creating and implementing financial policies and procedures 13. Monitoring and protecting the organization’s assets and financial condition 14. Other duties as necessary QUALIFICATIONS Education: Bachelor's degree is required; Master's degree preferred. Five or more years of related experience and/or training, or equivalent combination of education and experience. CPA license is preferred but not required. Experience: 2 years supervisory experience preferred. Five (5) years progressive experience in finance, preferably within the healthcare setting. Experience in supervising personnel. Experience in governmental programs and other third-party reimbursement guidelines Federal Qualified Health Center (FQHC) accounting and operations a plus. EPIC Care Billing Systems; use, training, reporting, maintaining data sets, analysis experience a plus. Coding/auditing review experience and/or data management responsibilities a plus. Ability to research and resolve problems. Telephone courtesy; customer-service oriented. Working knowledge of medical billing and collections.
