The role oversees compliance policies, regulatory reporting, branch monitoring, anti-money laundering controls, data privacy coordination, and customer complaints management. The successful candidate will serve as the primary contact for regulatory engagements and work with internal teams to address compliance risks and strengthen operational controls. Key Responsibilities Lead the development, implementation, and monitoring of the company’s compliance management system. Ensure compliance with applicable BSP, AMLC, SEC, NPC, and other government requirements. Review pawnshop policies and procedures covering interest rates, fees, pawn tickets, record-keeping, auctions, and foreclosure. Maintain the compliance calendar and oversee timely regulatory submissions, registrations, licensing, and branch applications. Handle BSP examinations, regulatory inquiries, and correspondence, including monitoring corrective actions. Implement and update the company’s anti-money laundering, counter-terrorism financing, and proliferation financing prevention program. Oversee customer due diligence, enhanced due diligence, beneficial ownership verification, sanctions screening, transaction monitoring, and customer risk profiling. Review and ensure timely filing of Covered Transaction Reports and Suspicious Transaction Reports with the AMLC. Conduct institutional and branch-level compliance risk assessments. Coordinate SEC reportorial requirements with the Corporate Secretary, Legal, and Finance teams. Work with the Data Protection Officer on privacy assessments, breach-response protocols, data retention, and third-party data-sharing arrangements. Manage customer complaints from receipt through investigation, resolution, and closure within required timelines. Prepare complaints trend reports and recommend improvements to customer disclosures, policies, and processes. Coordinate with Finance, Accounting, and other departments on applicable tax, business permit, and statutory requirements. Work with Internal Audit to address findings, strengthen controls, and maintain complete compliance documentation. Prepare compliance reports and dashboards for management and the Board. Deliver employee compliance training and advise on regulatory requirements affecting new products, services, digital channels, and operational changes. Qualifications Bachelor’s degree in Accountancy, Finance, Business Administration, Law, or a related field. At least five years of experience in compliance, risk management, or regulatory affairs, preferably within a pawnshop, money service business, bank, or other BSP-supervised financial institution. Demonstrated experience handling BSP examinations, AMLC reporting, and regulatory correspondence. Experience managing customer complaints, including regulatory reporting of complaints data. Strong working knowledge of BSP regulations applicable to pawnshops and money service businesses, AMLA requirements, and counter-terrorism financing obligations. Familiarity with SEC reportorial requirements, the Data Privacy Act, and financial consumer protection regulations. Strong investigative, analytical, report-writing, and conflict-resolution skills. Proficiency in Microsoft Office and compliance monitoring or reporting tools. High level of integrity, discretion, and sound judgment. Relevant compliance, anti-money laundering, or data privacy certification is an advantage. Exposure to SEC and data privacy compliance, as well as knowledge of ISO 37301 or ISO 31000, is an advantage.
