Civil Engineer - Early Construction & Mobilization

We are looking for a proactive and well-organized Civil Engineer to join our team on the Client / Developer side, responsible for monitoring contractors and coordinating early construction and mobilization activities across multiple projects.

The role covers the entire early construction stage, starting from completion of enabling works and site handover up to commencement of raft reinforcement steel works, ensuring smooth sequencing and timely execution of all activities.

Key Responsibilities:

• Monitor contractors’ progress following completion of enabling works and ensure immediate commencement of main construction activities.
• Follow up on all required authority approvals and NOCs, including Crane NOC, Mobilization NOC, Dewatering NOC, Discharge NOC, Temporary Electrical Connection, and other relevant permits.
• Monitor and ensure timely execution of early construction activities, including:
• Site preparation, surveying, and level verification.
• Backfilling, leveling, and soil compaction.
• Temporary site facilities, electrical power connection, and mobilization arrangements.
• Excavation, dewatering, and foundation preparation.
• PCC (Plain Cement Concrete) works.
• Anti-termite treatment, filtration membrane, and waterproofing works, as per project specifications.
• Raft preparation and commencement of reinforcement steel works.
• Ensure timely availability of approved IFC drawings, structural shop drawings, raft reinforcement details, and BBS.
• Coordinate with contractors and consultants to resolve technical and authority-related issues and avoid delays.
• Maintain master trackers for all projects, covering construction activities, NOC status, drawing approvals, pending actions, and upcoming milestones.
• Prepare daily progress reports, tables, and charts, reporting directly to the Head of Department.

Requirements:

• Bachelor’s degree in Civil Engineering.
• Minimum 3 years of relevant experience in the Dubai construction industry.
• Strong knowledge of Dubai authority procedures and NOC requirements.
• Practical experience in early-stage construction, mobilization, and foundation works.
• Good understanding of construction sequencing and contractor monitoring.
• Excellent MS Excel and reporting skills.
• Ability to monitor multiple projects simultaneously.
• Strong communication and coordination skills.
• Russian language is an advantage .
