This position is responsible for the professional administration, receipt, safe safeguarding, investment, and disbursement of city revenues in strict compliance with Nebraska Revised Statutes § 17-606 and local ordinances. The City Treasurer and City Clerk will provide overlap and assistance to each other in the performance of the duties outlined below. Essential Duties & Functions · Manage, receive, and safely keep all money belonging to the City of Battle Creek, ensuring municipal funds remain segregated by account. · Prepare and present a detailed, sworn financial report to the City Council at the end of each month showing receipts, disbursements, and cash balances. · Publish a complete annual statement of municipal receipts and expenditures within 60 days of the fiscal year-end in a newspaper of general circulation. · Register and track all municipal warrants and claims, verifying authorizations and availability of budgeted funds before disbursements are finalized. · Maintain public funds only in designated financial institutions compliant with the Nebraska Public Funds Deposit Security Act. · With the City Clerk, supervise or execute daily collection, entry, and banking deposits for electric, water, sewer, and trash utility payments, local sales tax revenues, building permits, licensing fees and other revenue. · Process city vendor claims, execute automated or manual check runs, and manage municipal employee payroll distribution and tax reporting. · Assist city leadership in drafting the annual operating budget and prepare all workpapers, financial ledgers, and accounts for the formal annual external audit. · Manage public inquiries at the city office desk, resolve utility billing account discrepancies, and maintain orderly fiscal record archives. Required Knowledge, Skills, & Abilities · Working knowledge of local, State, and Federal policies and procedures as applicable. · General record keeping and principles utilized in private or public sector accounting, business or finance administration. · Proper telephone and e-mail etiquette. · Routine office procedures, standard clerical techniques. · Input and retrieval functions utilizing a variety of computer software programs as well as utilizing word processing, spreadsheets and databases. · Record keeping, bookkeeping and handling money. · Geographic layout and demographics of jurisdiction and surrounding area. · Provide the general public, professional staff, governmental agencies and City Officials a high level of friendly, comprehensive, accurate and efficient customer service for requests and inquiries while maintaining a positive and effective working relationship. · Plan and organize a personal work schedule, set priorities, and perform job duties efficiently while managing frequent interruptions. · Learn and apply city policies when dealing with inquiries from the general public and/or other co-workers. · Apply sound judgment in making decisions. Maintain the confidentiality of appropriate communications, documents, transactions and critical information. · Utilize a variety of computer equipment, programs and applications, including but not limited to Microsoft office and City utility billing and accounting software. · Prepare and maintain departmental records, reports and correspondence pertaining to the functions of the city. · Problem solving and critical thinking to conduct fact-finding projects. · Verbal and written communication with ability to communicate effectively while maintaining tact and professionalism. · Establishing and maintaining effective working relationships with the public, other employees, other governmental agencies, and municipal officials. Qualifications & Requirements · Associates or Bachelor’s degree in Accounting, Finance, Public Administration, Business or a closely related field is preferred. · Minimum of 2–3 years of experience in municipal finance, commercial banking, advanced bookkeeping or related field. · Any combination of education and work experience may be acceptable to the Mayor and City Council. · Must be legally eligible and bondable under a public official bond as required by Nebraska law. · Willingness to annually complete a mandatory continuing education program approved by the Nebraska Auditor of Public Accounts. Physical Requirements & Working Conditions · Work is primarily performed within the Battle Creek City Office. · Requires prolonged periods of sitting, operating computers, and occasional lifting of office files up to 20 pounds. · Attendance at evening City Council meetings is required.
