The CPDO will be responsible for overseeing the full property development lifecycle — from land acquisition, feasibility and concept development through design, approvals, construction, sales/marketing, delivery and asset handover. The successful candidate will combine strong real estate development expertise, commercial acumen, design and technical understanding, financial awareness, and leadership capability , with a strong understanding of the Dubai/UAE property market. Key Responsibilities1. Property Development Strategy - Develop and implement the company’s overall property development strategy in line with the Chairman/CEO’s objectives. - Identify new development opportunities and establish a pipeline of viable projects. - Evaluate development concepts, product positioning, target markets and optimal development strategies. - Establish development standards, processes and governance across the portfolio. - Monitor Dubai and UAE real estate market trends, regulations, supply, demand and emerging opportunities. 2. Land Acquisition & Investment - Lead the evaluation of potential land acquisitions and development opportunities. - Review development feasibility studies, financial models, development costs and projected returns. - Work closely with investment and finance teams to assess project viability and risk. - Provide recommendations to the Chairman/Investment Committee on acquisitions, disposals and development strategies. - Support negotiations with landowners, investors, joint-venture partners and strategic stakeholders. 3. Development & Design - Oversee the development of projects from initial concept through detailed design. - Ensure projects are aligned with market demand, commercial objectives, quality standards and brand positioning. - Lead and manage relationships with architects, consultants, project managers, contractors and other professional advisors. - Review and approve key design and development decisions. - Ensure efficient coordination between design, commercial, development and delivery teams. 4. Approvals & Regulatory - Oversee the planning and approvals strategy for development projects. - Ensure projects comply with applicable Dubai/UAE regulations and authority requirements. - Maintain effective relationships with relevant government authorities, consultants and external stakeholders. - Ensure development programmes account for all required approvals and statutory processes. 5. Project Delivery - Provide executive oversight of the delivery of the company’s development portfolio. - Monitor project programmes, budgets, procurement, construction progress, quality and key risks. - Ensure development projects are delivered within approved business plans and agreed timelines. - Challenge and resolve major development, design, commercial and delivery issues. - Establish appropriate reporting and project governance mechanisms. 6. Commercial & Financial Performance - Take overall responsibility for the commercial performance of the development portfolio. - Monitor project budgets, development costs, revenue assumptions, margins and returns. - Work closely with Finance to maintain accurate project feasibility models and forecasts. - Identify opportunities to optimise development costs, project value and returns. - Ensure appropriate controls are in place to manage development risk. 7. Sales & Market Positioning - Work closely with Sales and Marketing teams to ensure projects are appropriately positioned for the Dubai market. - Provide input into product mix, unit configuration, pricing strategy, launch strategy and customer requirements. - Use market intelligence to guide development decisions and maximise project value. - Ensure developments are differentiated and commercially viable. 8. Leadership & Team Management - Build, lead and mentor a high-performing property development team. - Establish clear responsibilities, KPIs and performance standards. - Manage internal development, design and commercial resources as well as external consultants. - Promote a culture of accountability, commercial discipline and high-quality execution. - Develop organisational capabilities in line with the company’s growth plans. 9. Stakeholder Management - Act as the senior development representative of the company with key external stakeholders. - Develop strong relationships with investors, landowners, consultants, contractors, brokers, government authorities and other industry stakeholders. - Represent the company at senior-level meetings and negotiations. - Provide regular updates to the Chairman/CEO on portfolio performance, opportunities, risks and strategic recommendations. Candidate ProfileEssential Experience - 15+ years of senior experience in real estate/property development , preferably with significant experience in the UAE/GCC. - Proven track record of delivering large-scale residential, mixed-use, hospitality or master-planned developments . - Strong understanding of the complete property development lifecycle. - Demonstrated experience in feasibility, land acquisition, development strategy, design management and project delivery. - Strong commercial and financial understanding of real estate development. - Experience managing multidisciplinary teams and external consultants. - Strong knowledge of the Dubai/UAE real estate market and development environment. Qualifications - Bachelor’s degree in Real Estate, Architecture, Engineering, Construction, Business, Finance or a related discipline . - A Master’s degree or relevant professional qualification is advantageous. - Strong knowledge of development, planning, design and construction processes. Experience with DLD, RERA, Dubai Municipality, master developers, free-zone authorities and other relevant UAE stakeholders will be advantageous. Leadership Profile The ideal candidate will be a senior, commercially minded property development leader who can operate at both strategic and operational levels. They should be capable of taking a development opportunity from land acquisition and initial feasibility through design, approvals, construction, sales and final delivery , while maintaining close alignment with the Chairman and executive leadership team.
