The CIO will provide technology vision and leadership for developing and implementing information technology in all IT/Informatics initiatives. This individual is responsible for the planning and execution of an information technology vision, goals and IT/Informatics initiatives that support the long-term objectives, mission and vision of Shasta Community Health Center (SCHC). This leader will collaborate and manage a team of professionals who are accountable for the delivery of all information technology services in the organization. The CIO will be a member of the Senior Management Team and report to the Chief Executive Officer. JOB DUTIES AND RESPONSIBILITIES IT/Informatics/Quality Improvement - Governance and Portfolio Management: - Leads a structure that aligns IT/Informatics with business goals while balancing resource constraints (human and fiscal) to optimize IT/Informatics investments. This process will produce an IT/Informatics plan and budget that is integrated into the system planning and budgeting processes. - Responsible for the selection, acquisition, development, installation, maintenance, and support of information technology for SCHC. - Along with Director of Quality Improvement, guides in the development, maintenance and optimization of Data Analytics systems designed to inform clinical and operational strategy. - Supervise the data collection and validity of updates to the annual PHC Quality Improvement Program. - Manages, in conjunction with other leaders, the project approval and selection process. - Stay abreast of industry regulatory changes relative to reporting, compliance, privacy, and security concerns. (Ex ICD-10, Promoting Interoperability, System Upgrades, UDS). - Monitors and reports on the performance of the IT/Informatics portfolio including actual vs. expected results, budgets, and project duration. - Performs an ongoing assessment of employees and contractors and IT/Informatics performance on behalf of SCHC across the System. Evaluate performance and skill against organizational needs. - Oversees relationships between IT/Informatics resources and external entities including contract negotiations and audits. (e.g., government, vendors, researchers, and other health care organizations) - Responsible for the maintenance of digital system internal controls for annual financial audits. EMR Development, Operations and Technical Support - Develops the EMR and develops a permanent reporting structure and a service delivery model for the EMR. Establishes processes and metrics necessary to demonstrate the EMR efficacy. - Understands application architecture and technical infrastructure of SCHC information systems and regularly assess the SCHC vision and direction. - Develops a strategy and plan for the technical infrastructure and application architecture for SCHC and execute the plan. The plan shall include standards and protocols for data exchange, communications, software, and interconnection of information systems. - Develops a service level organization that establishes service standards for each entity served by the EMR. - Establishes and maintains a service orientated, customer-focused IT/Informatics function that supports ongoing operations that drive efficiency, quality, customer service and growth. - Ensures that enterprise information systems operate according to internal standards, external accrediting agency standards and legal requirements. - Ensures the protection of IT/Informatics assets and the integrity, security and privacy of information entrusted to or maintained by SCHC. - Develops and maintains a business recovery plan to ensure timely and effective restoration of data and IT/Informatics services in the event of a disaster. - Identifies, offers, and implements formal training and education as needed for IT/Informatics staff. - Completes Performance Reviews and development plan for direct reports. Communication and Collaboration - Provides Direction and Counsel to Director of Quality Improvement relative to data integrity and information systems optimization. - Guides the development of data stewardship/governance. - Provides advice and counsels concerning IT/Informatics issues and industry trends. - Communicates to SCHC’s business leaders the plans for continued standardization efforts of information technology (IT/Informatics) across the system. - Clarifies their role and the need for collaboration across the system to achieve standardization. Provides methodologies for working together toward standardization. Assigns resources to areas where standardization is being achieved. Re-directs efforts that lack a system-wide approach. - Conducts IT/Informatics planning to facilitate co-dependency and appropriate alignment of the organization. - Develops positional relationships with SCHC leaders by understanding business priorities and IT/Informatics enablers. - Participates in the strategic planning process and share in the development of SCHC’s vision, goals, and initiatives. - Frequently and effectively communicates the IT/Informatics vision and plans throughout SCHC and uses targeted communications that are appropriate to the various stakeholders. Mission Integration - Works in a manner that reflects the mission and philosophy of SCHC, including but not limited to compliance with compliance and ethical related issues. - Other duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES - Familiarity with the health care industry – IT/Informatics issues and major challenges. - A track record of successful large project implementations. - Demonstrated business savvy to work effectively with other Executives to achieve key business and technology goals. - Demonstrated project management skills. - Knowledge of Quality Improvement principles and concepts. EDUCATION & EXPERIENCE - Master’s Degree in Information Systems or related field. - Demonstrated experience with IT/Informatics systems and IT/Informatics management at a senior level with a sequence of increasing responsibilities in large and diverse business settings. - Experience with and understanding of strategic and business planning methods, tools, and processes. - Experience in working through major organizational change. PREFERRED QUALIFICATIONS - Previous experience working in an outpatient healthcare clinic, larger medical group, or hospital sector.
