Williams Community Health Center is seeking an experienced, strategic, and hands-on Chief Information Officer (CIO) to lead our information technology and information systems strategy and operations. The CIO will ensure that technology, data, cybersecurity, and digital health solutions support high-quality, accessible, equitable healthcare. This leader will partner with clinical and administrative leadership while also providing direct, hands-on technology support to employees at all levels of the organization . This is an opportunity for a healthcare technology leader who can move comfortably between executive-level strategy and day-to-day IT problem solving . The successful candidate will be willing to roll up their sleeves, troubleshoot issues, assist employees directly, and ensure that technology works effectively for both clinical and administrative teams. Key Responsibilities Strategic & Hands-On IT Leadership - Develop and execute a multi-year IT and digital health strategy aligned with organizational goals and growth. - Lead technology modernization and digital transformation initiatives. - Partner with the CEO and executive leadership on technology strategy, investments, risks, and opportunities. - Provide hands-on IT support and troubleshooting to employees at all levels , including executives, providers, clinical staff, administrative staff, and support teams. - Diagnose and resolve issues involving desktops, laptops, mobile devices, peripherals, software, connectivity, user access, and other technology systems . - Respond to employee technology needs in a timely, professional, and service-oriented manner. - Assist employees with technology questions, system navigation, basic troubleshooting, and appropriate use of IT resources. - Step in and perform technical work when needed rather than relying solely on delegation or outside vendors. - Evaluate emerging healthcare technologies and recommend solutions that improve patient care and organizational performance. - Lead change management and promote adoption of new technologies across the organization. IT Infrastructure & Operations - Oversee the organization's IT infrastructure, including networks, hardware, software, cloud services, systems, and connectivity. - Ensure reliable, secure, scalable, and high-performing technology systems. - Oversee technology supporting clinical services, including EHR, laboratory, pharmacy, dental, behavioral health, and primary care operations. - Support administrative systems including finance, HR, billing, and other business functions. - Establish appropriate standards for system availability, performance, disaster recovery, and business continuity. - Monitor technology issues and ensure timely resolution of system outages and service interruptions. Healthcare Technology & Digital Health - Lead optimization of the electronic health record (EHR) and related clinical systems. - Oversee implementation and optimization of telehealth, remote patient monitoring, patient portals, population health analytics, and digital engagement tools . - Identify technology solutions that improve access to care and reduce barriers for underserved populations. - Support technology initiatives related to behavioral health, social determinants of health, patient self-management, language access, and community outreach. Data & Analytics - Establish effective processes for data collection, integration, reporting, analysis, and visualization. - Use data to support clinical outcomes, quality improvement, operational performance, patient experience, and organizational decision-making. - Partner with leadership to develop meaningful dashboards, reports, and performance metrics. - Ensure appropriate data governance, integrity, availability, and security. Cybersecurity, Privacy & Compliance - Develop and maintain a strong healthcare cybersecurity program . - Oversee risk assessments, security monitoring, incident response, access controls, security policies, and employee cybersecurity training. - Ensure compliance with HIPAA, HITECH, privacy requirements, and applicable healthcare regulations . - Protect patient information and other sensitive organizational data. - Maintain appropriate disaster recovery, business continuity, and cybersecurity preparedness. Budget & Vendor Management - Develop and manage the organization's IT budget. - Evaluate technology investments based on organizational value, security, sustainability, and return on investment. - Manage relationships with technology vendors, consultants, and service providers. - Lead technology procurement, contract negotiations, and vendor performance management. - Identify opportunities to reduce costs while maintaining or improving technology services. - Know when to resolve an issue internally and when to engage outside technical support. Leadership & Collaboration - Lead, develop, and mentor the IT team. - Establish a culture of service, accountability, responsiveness, cybersecurity awareness, and continuous improvement . - Partner effectively with clinical leadership, finance, HR, operations, compliance, and other departments. - Translate complex technology issues into clear recommendations for executives, managers, providers, and employees. - Build strong relationships with employees at all levels of the organization. - Maintain a visible, approachable, and responsive IT presence throughout the organization. Required Qualifications - Bachelor's degree in Information Technology, Computer Science, Health Informatics, Information Systems, or a related field . - Master's degree preferred. - 8–10+ years of progressive IT leadership experience , preferably in healthcare. - Demonstrated experience leading IT strategy, infrastructure, cybersecurity, healthcare information systems, and technology operations. - Strong hands-on knowledge of hardware, software, networks, user support, systems administration, and troubleshooting . - Experience working with electronic health records and healthcare information systems . - Demonstrated experience implementing or optimizing digital health technologies such as telehealth, remote patient monitoring, patient portals, or population health platforms. - Strong experience with IT budgeting, procurement, vendor management, and contract negotiations. - Strong understanding of HIPAA, HITECH, healthcare data privacy, cybersecurity, and regulatory compliance . - Demonstrated ability to lead technology change and organizational adoption. - Excellent communication, leadership, strategic planning, customer service, and problem-solving skills. Preferred Qualifications - Experience working in a Federally Qualified Health Center (FQHC), community health center, safety-net healthcare organization, or other nonprofit healthcare environment . - Experience supporting multiple healthcare locations or clinical sites. - Experience with healthcare analytics, data governance, or population health. - Experience leading cybersecurity or healthcare IT compliance initiatives. - Experience managing technology in resource-constrained environments. - Experience with integrated healthcare systems and community-based care. Work Environment - Primarily on-site with occasional remote support. - Regular interaction with employees throughout the organization. - Occasional after-hours or weekend work may be required for system implementations, upgrades, maintenance, or critical outages. - Occasional travel between CWWCHC clinic locations. - May occasionally be required to lift or move technology equipment weighing up to 40 pounds.
