# Certified Financial Officer/Treasurer **Mountain State ESC** · Dunbar, WV 25064 · `On-site` 🕒 **Статус:** *Опубликовано: 9 дней назад* · *Источник: Indeed* --- ### About the Role Position : Certified Financial Officer/Treasurer Location(s): Dunbar Office Reports To : MSESC Executive Director Salary : $105,000 POSITION OVERVIEW This position is responsible for the strategic leadership, planning, management, and oversight of the financial operations of Mountain State ESC. Areas of responsibility and/or associated tasks of the position shall include, but are not limited to, the preparation of the annual operating budget and all budgets created within various programs; to prepare various monthly and annual financial statements for all funds maintained by Mountain State ESC; oversight of cash management systems; including account receivable billings, collection and recording of funds. Monitoring cash availability for daily operations and investment of surplus funds. Proper bank reconciliations of all cash accounts. PREFERRED EXPERIENCE - Bachelor’s degree in Business Administration or related field with emphasis in Accounting and Management Information Systems. Certified Public Accountant ( CPA ) designation preferred . - Five (5) years of experience in accounting, budgeting, and management in the public sector or state operations. DUTIES and RESPONSIBILITIES - Oversee and troubleshoot problems of a financial nature, including adjusting budgets, measuring, and tracking expenditures (such as payroll, encumbrances, etc.) and mediating disputes with other oversight agencies. - Assure that transactions are properly documented and made in compliance with applicable state and federal law, regulations, policies and procedures, IRS regulations, and generally accepted accounting principles. - Present budget expenditures and the financial health of the Cooperative to the Governing Council. - Identify profit margins and communicate them to the executive director to determine the financial health and organization of Mountain State ESC. - Oversee the preparation of annual financial data, including the indirect cost plan. - Direct budget preparation, including appropriation requests. - Direct expenditure schedule preparation. - Direct preparation of amendments to budgets and expenditure schedules. - Approve contractual agreements, transmittals, purchase orders, deposits, maintenance agreements, rental agreements, personnel actions, payroll transactions, and other expenditures, deposits, and grant-related transactions. - Direct the activities of the internal fiscal office. - Daily operation of the accounting system and payroll system. Strong Excel skills and the capacity to learn and effectively manage accounting software are essential. - Direct activities of a highly confidential nature. - Implement fiscal management procedures, budget cuts, salary adjustments, and budget improvements. - Oversee all aspects of the annual audit, including preparation of financial records, internal controls documentation, audit schedules, and responses to auditor inquiries, ensuring compliance with applicable accounting standards and regulatory requirements. - Provide leadership to county school systems and work with partners on the implementation of fiscal matters, including budgeting, procurement, and compliance with applicable policies and procedures of the state. - Prepare analysis reports as requested by the Executive Director. - Perform other assignments as deemed appropriate and necessary by the Executive Director and Governing Council. EXPECTATIONS: - Works effectively as a member of the educational team. - Demonstrates self-control and exhibits an attitude of mutual respect and tolerance. - Demonstrates ethical conduct and good work habits such as punctuality and attendance. - Provides strong leadership by organizing finance staff, delegating responsibilities, and ensuring work is completed promptly. - Maintains a strong attendance record while establishing effective organizational and time management skills. - Demonstrates self-direction and the ability to use software applications for work productivity and collaboration. - Adheres to local, state, and federal confidentiality laws and policies. - Fosters a good working relationship with co-workers. - Maintains a neat, professional appearance. - Maintains ethical business practices. - Self-motivated and demonstrates the ability to manage multiple tasks/assignments to accomplish high-quality work to meet demanding deadlines with minimal supervision. - Demonstrates excellent oral and written communication skills, and strong presentation skills using current technologies. - Demonstrates the ability to work effectively with county personnel and other state/local officials. - Understands that travel may be required based on the needs of the Cooperative. - Understands this is a full-time, on-site position based in Dunbar, WV. Remote work options are not available for this position. - Understands that work assignments may change or be added, as priorities emerge with Mountain State ESC. PHYSICAL REQUIREMENTS This position is classified as sedentary work, involving prolonged sitting (6-8 hours per day) at a desk or computer workstation. Occasional demands include standing or walking short distances within the office and lifting/carrying up to 10 pounds. This role requires close visual acuity for reading documents and computer screens, clear speaking/hearing for communication, and repetitive wrist/hand motions.
