Key Responsibilities:

• Lead the airport's non-aviation development projects (car parking, hotel) from concept to launch: project plan, timeline, budget, coordination of designers, contractors and internal departments
• Run the tender process from the very beginning: technical specifications and tender documentation, market sounding, bid evaluation, negotiations, contractor selection and contract handover
• Real estate market analysis of Almaty city and Almaty region: land plot prices, cost per m², rental rates, benchmarks of parking and hotel projects, due diligence of land plots and sites
• Technical and financial calculations: CAPEX/OPEX and construction cost estimates, business cases, revenue and payback models (NPV, IRR), feasibility studies and reports to management

Qualifications Requirements:

• Minimum 3 years in project management / business development in construction, development or real estate; hands-on participation in tenders (as customer or contractor). Experience in parking, hotel, commercial or infrastructure projects is an advantage
• Higher education in Civil Engineering / Construction, Real Estate, Economics / Finance or Project Management or similar certification is an advantage
• Knowledge of the Almaty and Almaty region real estate market (land prices, cost per m², rental rates); construction cost estimating and reading of design / technical documentation; financial modelling (CAPEX, NPV, IRR, payback); tender and procurement procedures; basics of RK land and urban planning legislation
• MS Excel – advanced (financial models, calculations), Word, PowerPoint; MS Project / Primavera or other PM tools; AutoCAD (reading drawings) and estimating software (e.g. ABC) – an advantage
• Readiness for site visits across Almaty and the region; experience dealing with akimat / state bodies on land and permits is an advantage
• Fluent English
