Position Overview Organization: PADS Lake County Reports To: Director of Finance and Operations Supervisory Responsibilities: This position has no direct reports. Classification: Full-Time, Exempt (FLSA) Location: Waukegan, IL Salary range: $65,000 – $75,000 Position Summary The Associate Director of Operations supports the Director of Finance and Operations in managing the daily accounting and financial reporting operations of the organization. A primary focus of this role is the financial management, compliance, and administration of Federal and state grants. As the agency executes its transition to a permanent fixed-site shelter and a licensed clinical behavioral health center, the Associate Director ensures meticulous financial tracking, maintains continuous audit readiness for government funding streams, and provides support to the Development and Programs teams as needed. Essential Functions 1. Government Grant Financial Administration Federal & State Grant Management: Manage the financial tracking, cost-allocation, billing, and reporting compliance strictly for Federal and state funding streams, including HUD, CDBG, and ESG. Uniform Guidance & Compliance: Ensure strict adherence to Uniform Guidance and state financial regulations for all government funding, establishing the fiscal boundaries and compliance frameworks necessary for these specific grants. Audit Readiness: Serve as a key liaison for Uniform Guidance Single Audits and regulatory financial reviews for state and Federal funds, maintaining all relevant records in a state of continuous audit readiness. 2. Daily Accounting Operations General Ledger Support: Assist with managing daily accounting activities, including the general ledger, accounts payable, accounts receivable, payroll processing, and cash disbursements. Financial Closing Procedures: Support month-end and year-end financial closing processes to help prepare timely and accurate financial statements in strict accordance with Generally Accepted Accounting Principles (GAAP). Cash Flow & Reconciliation: Help monitor liquidity and perform bank and account reconciliations to maintain optimal fiscal health. 3. Budgeting & Departmental Oversight Variance Analysis: Conduct monthly budget-to-actual variance analyses, identifying fiscal trends and deviations to report to the Director of Finance and Operations. Departmental Support: Review departmental budget allocations and provide team leads with financial updates to align expenditures with available resources. Grant Management Monitor spending in relation to grants for use in the eventual vouchering of the funder for reimbursement . Financial Modeling: Generate historical financial trend reports and cash projections to evaluate the fiscal impact of facility operations and grant allocations. Qualifications & Competencies Required Experience: 5–7 years of progressive experience in accounting, finance, or non-profit financial administration. Government Grant Expertise: Documented expertise managing complex federal and state grant frameworks (Uniform Guidance), with a strong understanding of HUD and ESG compliance is preferred. Education: Bachelor’s degree in Accounting, Finance, or Business Administration required; Master’s degree or active CPA designation preferred. Systems Proficiency: Capability utilizing enterprise accounting software, automated ledger systems, and electronic spreadsheet applications to maintain financial records. Physical Demands & Work Environment Physical Demands: While performing the duties of this job, the employee is regularly required to sit, talk, and hear. The employee is frequently required to use hands and fingers to operate a computer keyboard, mouse, and other standard office equipment. Prolonged periods of sitting at a desk and working on a computer are required. The employee must occasionally lift and/or move up to 15 pounds. Work Environment: This position operates in a professional office environment with standard office equipment. Noise levels are typically moderate. Occasional local travel to other agency facilities, the fixed-site shelter, or regional financial institutions may be required.
