Admin & HR Manager
About the role
You make sure every employee is legally employed, paid on time, housed, insured and moved to site. You lead the HR Manager and the PRO team, and you own administration directly. Department heads make the people decisions (hiring, appraisal, discipline, exit). You run them on time, within UAE Labour Law and on record.
Key responsibilities
HR
- Workforce planning: turn each project's manpower plan into hiring, visa quota, accommodation and transport plans; keep headcount by trade and site up to date.
- Recruitment and mobilization: run recruitment for staff and workers; offers, MOHRE contracts, work and entry permits, medical, Emirates ID and insurance; induction with HSE and handover to site.
- Time, attendance and payroll inputs: send attendance, overtime, leave and deductions to Finance by the cutoff so wages are paid through WPS on the due date; keep rosters within the law (working hours, overtime limits, the summer midday break).
- Employee relations and welfare: write and maintain HR policies and the employee handbook; run the disciplinary and grievance procedures under Federal Decree-Law 33 of 2021; work with HSE on worker welfare and heat stress.
- Performance and reward: build grades and salary bands; run a yearly appraisal cycle and timely probation reviews.
- Training and competence: keep a training matrix with HSE; track operator, driver and trade certificates so no one works on an expired card.
- HR data and compliance: keep one accurate employee record in the ERP; run an expiry tracker for permits, visas, Emirates IDs, licenses and insurance; manage the Emiratisation position against MOHRE targets; report HR figures monthly.
- Exit and demobilization: handle resignations and terminations correctly; final settlements with end-of-service gratuity on time; permit and visa cancellation; tickets home.
Administration
- Government relations: lead the PRO/Admin team across MOHRE, ICP, Tasheel, Tawjeeh, the Abu Dhabi Department of Economic Development, the municipality and Civil Defence; renew trade licenses, establishment cards and quotas before expiry; prevent fines.
- Accommodation: labor accommodation that meets MOHRE rules; bed plans per project, camp bosses, inspections and corrective actions.
- Transport: plan worker transport per site and shift with the Logistics & Plant team.
- Offices and facilities: head office and site offices, maintenance, cleaning, security, utilities, phones and company SIM lines.
- Travel and leave: annual leave tickets, business travel and hotel bookings.
- Insurance: employee health insurance to Abu Dhabi Department of Health rules, workmen's compensation and group life; renewals, changes and claims.
- Assets, vendors and records: register of office assets, phones and SIMs; manage admin vendors (camps, buses, cleaning); keep company records for the required periods.
Leadership
- Lead the HR and the PRO/Admin team; agree responsibilities, set targets and review them monthly.
- Hold the HR and admin budget lines: accommodation, insurance, government fees, recruitment.
- Report monthly on headcount, document expiries, WPS, Emiratisation, open cases and cost.
- Use the ERP and AI tools in everyday HR work and help the team do the same.
